This article examines the theoretical, legal, and applied aspects of the legal regulation of youth policy in the Russian Federation. The relevance of this topic is due to the incomplete formation of the legal framework for youth policy, a key stage of which was the adoption of Federal Law No. 489-FZ of December 30, 2020, “On Youth Policy in the Russian Federation.” The purpose of the study is to comprehensively analyze youth policy as an object of legal regulation and identify its current status, problems, and development prospects. The methodological basis is formed by general and specific scientific methods, including formal legal, comparative legal, historical legal, and systems analysis. The regulatory framework consists of the Constitution of the Russian Federation, federal and regional legislation, bylaws, and strategic planning documents. Youth policy undoubtedly represents a complex, intersectoral state-legal institution, enshrined in the joint jurisdiction of the Russian Federation and its constituent entities. As a result, systemic shortcomings in legal regulation have been identified, such as inconsistencies in the conceptual apparatus, gaps in the regulation of employment, housing provision for young families and support for young scientists, conflicts of legal norms, interdepartmental disunity and uneven financial support.
