The article presents a theoretical and methodological justification of the research, which can play a key strategic role in the National Security Strategy of the Russian Federation, acting as an integrator of the efforts of the state and society to strengthen the health of the nation, defense capability, human potential and social stability by creating a single legally regulated physical culture space.
The study of the physical culture space as a basis for modernizing the legislative framework of this industry is a promising applied development of scientific and legal support aimed at eliminating regulatory barriers to the implementation and achievement of the goals of major government projects: the National Demography Project (the Federal project "Sport is the Norm of Life") and the national project "Housing and the Urban Environment" in terms of creating a modern, accessible and technological infrastructure for physical education and sports.
The stated work is an integration study on the creation of a regulatory and technological platform for "smart " physical culture spaces" in order to transform the territory for sports and from a simple infrastructure facility into a collection point for Russian technologies, providing for this all the necessary legal, managerial and conceptual foundations.
The research does not involve the development of modern technologies, but it will create the critically necessary conceptual legal conditions for their effective implementation and commercialization in a socially significant industry. By solving the problem of the "regulatory vacuum", the research acts as a catalyst for demand for Russian end–to-end technologies (AI, big data, new materials, etc.) from the field of physical culture and sports, turning it into a testing ground for their testing and demonstration, which leads to the achievement of the goal of technological leadership.
