The author of this article proposes considering risks and opportunities as paired legal categories and analyzes them using the example of integrating digital technologies into lawmaking. The paper identifies risks, proposes a classification, and identifies the key opportunities for using various digital technologies in lawmaking. The author provides examples from Russian and international practice and bases her conclusions on the arguments of scholars specializing in lawmaking.

The article examines the impact of digital technologies on the implementation of the principle of democratic lawmaking in the context of strengthening the legal foundations of Russian society and implementing new productive forms of interaction between the government and the population. The author analyzes the possibilities of using modern technologies in lawmaking, illustrates them with examples, and defines the limits and restrictions of their use in modern conditions. The article proposes the definition of “the mechanism of digitalization of lawmaking”.
