This article, dedicated to the 80th birthday of Professor Boris V. Rossinsky, analyzes individual areas of his scientific work that have influenced the development of modern administrative law. The article examines the scientist's conceptual approaches to the institution of administrative liability, issues of administrative and legal policy, the importance of direct and backward links in public administration, as well as the problems of digitalization, information, mathematical and systemic models in management activities. The works of B.V. Rossinsky are demonstrated to be characterized by methodological integrity and a stable focus on identifying fundamental problems of administrative and legal regulation. A conclusion is made about the significance of his scientific ideas for the development of the doctrine of administrative law and theoretical understanding of ways to improve public administration.
