During nine months of 2025, authorities registered 4,467 terrorist offenses (+75% compared to 2024) and 1,760 extremist crimes (+28.1%), indicating insufficient effectiveness of constitutional frameworks for public security. The study identifies systemic deficiencies: absence of statutory definition in the Federal Law "On Security", divergence between 2013 Concept objectives and actual outcomes, disrupted equilibrium between security imperatives and constitutional rights, devolution of authority without unified federal standards. Analysis of Constitutional Court jurisprudence yielded recommendations: elaboration of the Security Code, incorporation of proportionality principle, enhancement of public oversight institutions.
