The article examines presidential instructions of the Russian Federation as a distinctive instrument that does not fit the conventional taxonomy of sources of law. Based on 9,657 individual instructions issued in 2011–2026, the study reconstructs their typology, addressees and substantive domains, and identifies channels through which such directives exert normative authority over federal legislation. The concept of a quasi-source of law is advanced to capture the discretionary nature of the instrument.
