This study examines the mechanism for implementing the principle of legality during extraordinary judicial review, and the search for a compromise between legal certainty and the need to eliminate fundamental violations. To ensure uniformity of law enforcement and adherence to the principle of legality, practical recommendations for unifying law enforcement are provided, which can be used in legislative drafting.
