The article analyzes the implementation of the social credit system (SCS) in China, which is a rating system for citizens based on a variety of data obtained from digital platforms and systems of government agencies and other departments, as well as from unofficial sources (such as “digital footprints” on the Internet). The SCS is used to reward conscientious citizens and impose restrictions on those who have committed offenses. The SCS data is used to create a digital profile of government employees, which includes information about their professional, business, and moral qualities, as well as their performance, violations, and rewards. In general, the Digital Governance project also evaluates the activities of relevant government agencies, allowing China to establish a new type of government management system. The project also proposes digital profiling of public officials in Russia.
