The problem of ensuring national security at the current stage of Russia's foreign relations development is caused both by geopolitical upheavals and by the established international and domestic mechanisms that regulate migration processes. While migration was previously considered a social and economic phenomenon, it now occupies a central place in matters related to national security policy. The authors of this article argue for the need to create a comprehensive system for managing migration processes, which would transform migration flows from a potential threat into a strategic resource for the country's socio-economic development.
