The article substantiates the theoretical and legal significance of financial culture and its correlation with financial literacy. An analysis of strategic planning documents adopted in the financial sector from 2008 to the present day reveals a legal transition: the focus has shifted from regulating how citizens are informed and how they acquire relevant knowledge (i.e., financial literacy) toward fostering specific values and cultivating desired behavioral practices (i.e., financial culture). It is acknowledged that, from the perspective of jurisprudence, and, more specifically, the theory of financial law, the term "financial and legal culture" is more precise and better suited to the scientific and terminological framework of financial law. In conclusion, the importance of financial literacy for the development of a state’s financial system and the strengthening of its financial sovereignty is also emphasized.
