“Multipolar world” term is defined. It is alleged that in conditions of a new world order formation, the internal and external sovereignty must be strengthened to withstand in the complex global processes. The issue on the ideology of the new world order and its influence on the development of the legal ideology is raised. It is alleged that the basic framework of the criminal proceedings in Russia shall withstand and remain unchanged in any world order, while the new world order formation exerts and will exert influence on the development of the criminal proceedings. One substantiates the viewpoint that legal values based on the ethical values shall serve the unification; new trends in development of a human and human relations, which are contrary to the nature of the rules of morality will separate people. Changes in criminal procedure legislation of Russia caused by the problems with a structure of the new world order are analysed. The issue on application of the Criminal Procedure Code in conditions of the special military operation is touched upon. It is substantiated that conceptual framework for the development of Russian criminal proceedings in conditions of the new world order formation should be the golden mean between the individualism of liberalism and the collectivism of totalitarianism. The issues of studying the criminal proceedings in other countries and possible receptions for modern criminal proceedings are dealt with.
