The reasonable desire to achieve social consensus, the idea of mutual respect between society and the state, has led to the formation of a system of limits on freedom. These limits are related to the law, shape attitudes towards it, and allow it to function effectively. The state's policy on the formation and modernization of limits is systematic, requiring, first and foremost, a mechanism for the authoritative formation of limits, and utilizing various technical and legal algorithms. For a long time, the state has been building a system of effective limits, transforming it in response to challenges, promoting the development of self-regulatory organizations, and striving to achieve a high level of legal awareness and culture, as well as to preserve the spiritual and moral values of the country.
