The judicial legal opinions of the Constitutional Court of the Russian Federation vary in nature. Superpositions formulated on fundamental issues must be taken into account by the courts in a system with different legal positions and legal principles. Mixed legal positions are formulated not only based on the uncertain semantic connections between legal norms, but also in cases of competition between legal norms, as well as conflicts in the value foundations of the latter. Judicial interpretation of legal norms should not create new legal tools, namely, subjective rights, legal obligations, prohibitions, etc.
