The article analyzes the theoretical and practical foundations of the formation of the system of public power and public administration in the Russian Federation. The article considers doctrinal approaches to the definition of public power, its relation to public administration, as well as the role of information technology in the transformation of power mechanisms. Using the example of the practice of redistributing the powers of federal executive authorities, the relationship between the possession of information, authority and the effectiveness of public administration is revealed. Special attention is paid to the scientific views of Professor B.V. Rossinsky, who proposed a systematic approach to the study of public power and public administration, as well as the differentiation of these concepts. The necessity of further development of the administrative and legal doctrine in the field of public administration is shown.
