The article studies the phenomenon of individualization of legal regulation of urban development activities, manifested in the formation of special legal regimes for its implementation. Reasons underlying such individualization are analyzed. In addition, the distinctive features of special legal regimes for the implementation of urban development activities are formulated. It has also been demonstrated that increasing the number of special legal regimes for the implementation of urban development activities is not an alternative model for improving legislation on urban development activities in the context of individualization of legal regulation.
