Based on a specific historical approach, the functions of a single public government system are analyzed. The purpose, object and content of the activities of public authorities, as well as the methods and means of ensuring these activities, are considered in their interconnection. Measures are proposed to adjust the content of the activities of public authorities in the new conditions, as well as measures for the effective implementation of their creative function.
