The article examines the legal grounds and principles of the formation of a registry model as a key tool of public administration in the healthcare sector. The author systematizes the foreign experience of using registers, applied to improve the quality of population health management. Based on a comparative analysis of foreign practices and Russian specifics, the transformation of public administration under the influence of digitalization is revealed. It has been determined that various registers (licenses, patients, medical organizations, medical professionals, documents, and others) perform not only accounting functions, but also form a new architecture of administrative and legal relations, ensuring transparency, quality control of services, and compliance with international obligations. Special attention is paid to the role of registers in implementing the principles of value-oriented healthcare of the Russian Federation.
