The article discusses the issues of creating and regulating a system for waste management of production and consumption. The processes of globalization taking place in the world and the integration aspects inherent in this factor are investigated. The prospects for the development and implementation of the concept of building mini-waste disposal plants have been studied, which must be provided in advance with legal norms, regulations and requirements. The solution to pressing problems is timely legal regulation of the production and operation of mobile mini-plants for the disposal of industrial and consumer waste.
