Purpose: the aim of the article is to analyse the activities of penal inspection services within the mechanism of legal encouragement of convicted drug addicts to undergo treatment and medical rehabilitation, as well as to assess the effectiveness of inter agency cooperation between penal inspection services (PIS), internal affairs bodies and healthcare institutions in the context of implementing the Strategy of the State Anti Drug Policy of the Russian Federation for the period up to 2030.
Research methods: the study employs general scientific methods (analysis, synthesis, generalisation, systems approach), statistical method, comparative legal method, and empirical methods (observation, document analysis).
Conclusions: the effectiveness of fulfilling the obligation to undergo drug addiction treatment directly depends on the speed of information exchange between penal inspection services, medical organisations and internal affairs bodies. It has been established that the main tool is the mechanism of legal encouragement; howeverits effectiveness is reduced due to delayed responses to instances of evasion. The author argues that an integrated approach — combining the supervisory functions of PIS, the treatment and rehabilitation process, and administrative liability (Article 6.9¹ of the Code of Administrative Offences of the Russian Federation) — helps build sustainable motivation among convicts to abstain from drug use and reduces the risk of recidivism.
Practical significance: the study иprovides recommendations for improving inter agency cooperation (documentation and timely reporting of instances of evasion), which can be applied by staff of penal inspection services, internal affairs bodies, and drug treatment dispensaries to enhance the effectiveness of the state antiit drug policy.
