The article is devoted to the study of certain aspects of the legal nature of federal states. The problems of federations formation and principles of state power activity are considered. The concept of homogeneity of the area of action of federal power as the main feature of functioning of the highest level of power in the federation is given. The specificity of state unity of federative states based on the quality of their legal indissolubility is shown.
