The article notes in chronological order the significant role of Professor V.V. Chernikov in organizing the work on the formation and development of the legal service of the Ministry of Internal Affairs of the Russian Federation and the legislation on law enforcement activities. It lists his achievements not only as one of the experienced leaders of an important independent department of the central apparatus of the Ministry of Internal Affairs of the Russian Federation, but also as a prominent administrative scholar, particularly in the preparation of regulatory legal acts on the activities of law enforcement agencies (police), in the field of law enforcement and public safety, and in the training and education of personnel for the Ministry of Internal Affairs of the Russian Federation, as well as young scholars specializing in the theory of state and law, administrative law, and administrative proceedings.
