The article analyzes the legal nature of the All-Russian Verification Works (VPR) as a tool for monitoring the education system and identifies the limits of legality of their implementation from the perspective of administrative and educational law. Based on the analysis of the Federal Law "On Education in the Russian Federation", departmental acts of Rosobrnadzor and emerging law enforcement practice, the author substantiates the existence of a legal paradox: the recommendatory nature of VPR at the federal level transforms into mandatory at the level of school local acts, which creates conditions for administrative pressure on students and their parents. Special attention is paid to the qualification of actions of educational organizations to compel participation in VPR from the perspective of administrative legislation, as well as the child's right to psychological safety. The article offers practical recommendations for internal affairs officers to distinguish between legitimate school requirements and administrative arbitrariness, as well as an algorithm of actions for parents to protect children's rights.
