The article provides a critical analysis of contemporary legal mechanisms regulating the interrelation of physical culture, sports, and education in the Russian Federation. The author focuses on identifying systemic inconsistencies and legislative gaps that have emerged during the reform of this sphere. Key problematic nodes are identified as: the terminological ambiguity of the concept «professional educational programs», which fails to encompass the full spectrum of personnel training, and the regulatory vacuum concerning the content of supplementary general developmental programs. The author argues that the absence of unified federal requirements for general developmental programs creates legal uncertainty, as their content may overlap with physical culture and health improvement services. In conclusion, specific measures for improving the legal framework are proposed.
