The article discusses the issue of studying and individual forecasting in relation to teenagers who commit moral misconduct and minor offenses in their behavior, in order to take specific measures and prevent them from violating legal norms. Based on the experimental data, there is a reason to talk about the similarity in the level of moral underdevelopment of the inmates of educational colonies and pedagogically neglected teenagers, which is currently an alarming fact. The presence of utilitarian motivations in both groups suggests that they are only deterred from committing offenses by fear of punishment or the benefits and drawbacks of doing so.
