The 1965 Kosygin reform was regulated by a series of decrees of the USSR Council of Ministers, was adopted from 1965 to 1968. An analysis of the content of these documents allows to identify the causes of reforms and their main activities. It is concluded that by the time the reform started, its full concept had not been developed, and some of its provisions were specified and changed during the years of the Eighth Five-Year Plan.
