The local subject of proof in procedural behavior In this article, the author suggests that the local subject of proof is not typical for all procedural actions. Procedural facts can be the basis for the emergence and search for substantive facts in the local subject of proof. A procedural action consists of a “will” and a “procedural fact”. Together, “will” and “procedural fact” form a local subject of proof. The non-local subject of proving procedural actions is primarily related to substantive legal acts.
