This article analyzes the development of the concepts of “public administration” and “public administration” in Russian legislation and administrative law scholarship. It compares these concepts with constitutional categories of executive power, identifies key approaches to the essence and content of these concepts, and distinguishes the main groups of entities within the public administration system.
