The article is devoted to the analysis of international experience in the legal regulation of marine spatial planning (MSP). The subject of this research is the systems of approaches to MSP in the European Union, the United States of America, the People's Republic of China, as well as the practice of other states and international organizations. The purpose of the work is to identify the universal and specific features of foreign models of MSP and to assess their applicability for the Russian Federation. In conclusion, the priority of adopting a special federal law on MSP is substantiated.

The article is devoted to the study of the goals and objectives of the legal institution of marine spatial planning in the context of the need to adopt an independent federal law of the Russian Federation. The author analyzes the provisions of Federal Law No. 172-FZ "On Strategic Planning in the Russian Federation," according to which marine spaces are included in the subject of strategic planning, however, mechanisms for implementing this norm are absent. The necessity of adopting the federal law "On Marine Spatial Planning in the Russian Federation" as a condition for effective management of the country's marine spaces is substantiated.
