The special military operation marked the formation of a whole layer of legal norms of various types. Moreover, many of these norms are not prohibitions or restrictions, but rather preferential provisions aimed at supporting vulnerable groups. Despite the fact that the state officially recognizes support for military personnel during the special military operation as its most important task, a number of legal issues regarding the legal protection of this social group still exist. In particular, in this research, the author identifies the problem of job security for military personnel during conscription, as well as the lack of measures aimed at encouraging the participation of combat veterans and organizations with their involvement in public procurement.
