The article is based on the materials of the author's speech delivered at the Lomonosov MSU on November 25, 2025, at the joint international scientific and practical conference The Power of Law and the Law of Power: Modern Context, held on November 25-29, 2025. The author emphasizes the utopian nature of the idea of a single global civilization and its exploitation in the interests of globalism, which is currently in crisis. Russia is characterized as a civilization state, whose constitutional and legal reality is shaped by the pace and scale of reinterpreting the liberal baseline values (of 1993) and the traditional Russian values elevated to the constitutional level in 2020.
