The article outlines the chronology of the outbreak of the First World War and the reasons for the entry of the Russian Empire into it. The archival materials confirming the facts of war crimes committed on the territory of Russia by the allied forces of Germany and Austria-Hungary, as well as the involvement of the governments of these states in these crimes, were subjected to a substantive analysis. The reasons for violating the laws and customs of war have been established.
