The article examines the place and role of criminal law policy in the structure of criminal policy during a special period, using the example of legislative changes in 2022-2025. The author analyzes the evolution of concepts and systematizes the novelties of the Criminal Code of the Russian Federation in four areas: countering information threats, protecting sovereignty, combating sabotage, and prosecuting military crimes. The article critically evaluates the six-element structure of criminal policy proposed by A.I. Alexandrov and suggests introducing a seventh element: "mobilization-criminal policy." The article identifies the problems of desystematization and the high level of latency of crimes against military service. It substantiates the need to adopt the Federal Law "On the Concept of Criminal Law Policy in a Special Period" and introduce Article 63.1 of the Criminal Code of the Russian Federation. The article concludes that criminal law policy is transforming from a service-oriented regulator to a mobilization regulator.
