The constitutional and legal tort of the authorities poses a systemic threat to public safety, as it undermines public confidence in State institutions and destabilizes the constitutional order. The article examines the mechanism of the influence of constitutional torts on public safety through the prism of the loss of legitimacy of power. Based on the analysis of the practice of the Constitutional Court of the Russian Federation and statistical data, the author proposes a classification of constitutional offenses against public safety and formulates proposals for improving legislation, including the development of a Code of Constitutional Responsibility and the creation of a register of constitutional offenses.
