This article examines the principle of complementarity as it applies to the regulation of relationships arising in the digital environment. It establishes that the interaction of legal and non-legal norms helps improve the overall effectiveness of regulation and achieve order in digital relationships. It concludes that the complementary interaction of law and morality helps strengthen models of lawful behavior in the minds of participants in legal relationships that are consistent with the current state of technological development.
