The article examines the role of the Constitutional Court of the Russian Federation as a key actor of the «silen»t transformation of legal norms carried out through official interpretation and the development of legal positions. It is substantiated that under modern socio-political conditions interpretative activity of constitutional review bodies becomes the main instrument in the evolution of Russian law, ensuring the adaptability of the legal system without formal amendments to normative legal acts. The philosophical, institutional, sociocultural, economic and political contexts of the concept of «silent transformation» are revealed, along with its fundamental principles.
