The scientific article focuses on the development and scientific justification of a mechanism for implementing the Recommended Glossary of Terms and Definitions of the CSTO member states in the field of legal regulation to combat corruption within the system of preventing conflicts of interest in the implementation of the preferential drug provision (PDP) program in Moscow. The author identified a high level of latent corruption risks at the stage of medical organizations submitting applications and carrying out procurement procedures within the framework of Moscow's regional PDP program. It was found that the existing income declaration system does not always allow for the timely detection of officials' affiliations with pharmaceutical distributors. The scientific novelty lies in adapting the international legal standards of the CSTO to the local level of managing a metropolis. A model has been proposed for integrating the CSTO Recommended Glossary data into automated drug procurement control systems.
