The article is devoted to the study of the goals and objectives of the legal institution of marine spatial planning in the context of the need to adopt an independent federal law of the Russian Federation. The author analyzes the provisions of Federal Law No. 172-FZ "On Strategic Planning in the Russian Federation," according to which marine spaces are included in the subject of strategic planning, however, mechanisms for implementing this norm are absent.
The necessity of adopting the federal law "On Marine Spatial Planning in the Russian Federation" as a condition for effective management of the country's marine spaces is substantiated.
