The authors deal with tourism clusters as special zones equipped with the necessary information, transport, logistics and hotel infrastructure, based on specifics of the tourist site. It has been established that there is no special legal regulation of tourism clusters or determining the content of this phenomenon. It was determined that the creation of such zones would contribute to both attracting tourists and developing public-private partnerships, since transport companies, travel agencies, excursion bureaus and hotels. The authors declare that such companies would be interested in both receiving government support measures and attracting clients and are ready to cooperate in the development and implementation of infrastructure appropriate to the tourist site. The authors come to the conclusion that the introduction of a section dedicated to tourism clusters into the state program aimed at supporting tourism in Russia will be an effective measure for the development of domestic tourism resources.
