The article analyzes the current state of regulatory regulation of the provision of essential goods within the framework of the northern delivery. The northern delivery is divided according to the territorial principle, for example, into four groups of terrain. Legal gaps and shortcomings in the legislation were identified, it was proposed to make a number of changes to the federal law on the powers of state authorities of the constituent entities of the Russian Federation and include a new chapter "Assigning responsibility to state bodies and municipal bodies." Five main problematic issues of the implementation of northern delivery in Russia are also identified. It was concluded that new scientific ideas were obtained on the possibilities of developing transport logistics and infrastructure, the powers of federal and regional governing bodies were clarified.
