The article discusses issues, problems, development prospects, trends, patterns, and risks of the state and law in the context of migration relations in modern Russia. It examines documents on the strategy and foundations of Russia's state and legal policy in the field of migration, particularly the updated Concept of the State Migration Policy of the Russian Federation for 2026-2030. As a further law-forming trend in the development of similar strategic and conceptual documents, the main problems and proposals are identified in the context of traditional Russian spiritual and moral values, the historical experience of the Russian state-civilization, and the objective global trends in the development of migration relations.
