Water use agreements as key elements of regulatory mechanism of water relationships have been forming for several decades along the transformation of Russian water law. This specific type of agreement is concluded between competent authorities and business entities in the context of water use, which is normally conducted for profit. Water use agreements are considered in conjunction with other elements of legal regulation specific to water relationships. The author formulates perspectives of further development of water relationships in connection with exploration of water objects appearing in permafrost layers.
