This article substantiates the need to promote citizen participation in maintaining public or-der. Based on an analysis of current, contradictory Russian legislation, the various organizational and legal forms of citizen squads are examined. The author argues for the advisability of creating citizen squads as state-public organizations. Therefore, the author proposes a new legislative defi-nition of "citizen squads" that will eliminate legal ambiguity in the legislation.
