The article is devoted to an analysis of significant changes in the regulation of land relations introduced by Federal Law No. 295-FZ of July 31, 2025, “On Amendments to the Land Code of the Russian Federation, Certain Legislative Acts of the Russian Federation and on Declaring Certain Provisions of Legislative Acts of the Russian Federation Invalid.” The paper discloses the transformation of an auxiliary permitted use from an additional characteristic into an independent limiting parameter of a capital construction object, and analyzes the legal consequences of this transformation for cadastral registration and state registration of real estate. The author examines the interrelation between the classifier of permitted land-use types and the classifier of capital construction objects, identifies existing gaps in normative regulation and proposes ways to overcome them.
