The article examines the trends in the development of the theory of financial law and financial and legal regulation, which have been influenced by military and political events of different periods, with a particular focus on the impact of the special military operation (SMO) on the financial activities of the state. The challenges faced by Russia in the context of the SMO have led to the modernization of financial and legal policy. The author analyzes the processes that have affected the basic categories of financial law.
