The article analyses the legal positions of the Constitutional Court of the Russian Federation formulated in its Ruling of November 13, 2025, No. 37-P/2025, concerning the legal status of the Financial Ombudsman Service and the nature of contributions from financial organizations. The authors conclude that these legal positions have eliminated gaps in legal regulation, clarified the legal status of the Service, legitimized its current funding model, emphasized its complex legal nature, and confirmed its compliance with constitutional values. Simultaneously, the vector for the Service's legal development and new directions for alternative dispute resolution are outlined.
