Purpose. To analyze the features of the organization of educational and research activities of the teaching staff of specialized (ministerial) higher education institutions, the existing approaches to the reorganization of ministerial educational organizations, and the significance of specialized higher education institutions for the functioning of the state apparatus. Methodology. In the process of writing the article, the following methods were used: analysis, synthesis, comparison, the systems approach, and the formal legal method. Conclusions. The organization of educational and research activities of the teaching staff of specialized (ministerial) higher education institutions plays an important role in the development of the state, providing personnel for the state apparatus. Despite the fact that there are certain problems that complicate the functioning of ministerial higher education institutions, they are resolvable in the context of the development of the state and society. Scientific and practical value. The conducted research allows drawing the attention of the scientific and professional community to issues of the functioning of ministerial educational organizations and to the tasks of improving their activities in order to enhance the personnel composition of state bodies and institutions.
