The article provides a comprehensive analysis of the organizational, legal and technical foundations of the use of unmanned aerial vehicles (UAVs) in order to ensure the safety and supervision of facilities of the penal correction system. The current threats to the security of correctional institutions are considered, and the need for the introduction of modern technologies is substantiated. The gaps and conflicts in the current legislation of the Russian Federation regulating the use of airspace, the processing of personal data and the frequency of use of official powers are investigated. Based on the analysis, specific recommendations were formulated to improve the regulatory framework and an organizational model for integrating UAVs into the UIS security system was built, including personnel, technical and tactical support.
