The article analyzes the scientific approach to the study of the category of administrative precedent. The concept of an administrative precedent is formulated. The classification of administrative precedents has been made. The conclusion is made about the fundamental formal logical impossibility of “creating” an administrative precedent. The article characterizes and describes the genesis of the phenomenon of administrative precedent in legal theory and practice.
