The article analyzes the relationship between law and order, public order and national security as the basis for Russia's sustainable development in the context of the transformation of modern threats. Based on strategic documents, the paper demonstrates the transition from a narrowly defensive to a comprehensive, human-centered security model. The role of social policy, legal regulation, and patriotic education in ensuring internal stability and countering external challenges is emphasized. The creation of a “comfortable and safe environment for life” is considered a strategic task, inextricably linked with the protection of sovereignty and the constitutional order, and the rule of law acts not only as a legal instrument, but also as a system-forming element of national security, ensuring a balance between the effectiveness of law enforcement and the protection of individual rights and freedoms.
