On November 5, 2025, the Law of the Trans-Baikal Territory No. 2565-ZZK was adopted On Amendments to the Law of the Trans-Baikal Territory "On the Regulation of Land Relations in the Territory of the Trans-Baikal Territory", which provides for an alternative mechanism for implementing the right of large families to free ownership of land for individual housing construction - providing them with a one-time cash payment instead of providing a land plot. This article is devoted to the analysis of the effectiveness of such innovations, the study of possible problems of their implementation related to the minimum amount of such a payment. Based on the results of the analysis, the author concludes that it is necessary to consolidate the increased amount of payment at the federal level.
